(吉隆坡26日訊)馬華總會長拿督斯里蔡細歷說,馬華尊重首相納吉宣布不發出賭球執照的決定,但認為政府應設立一個特別基金會,充作教育和慈善用途,也可教育下一代遠離賭博。

他認為,不發出賭球執照的決定,不能有效打擊日愈嚴重的非法賭博活動。因此,目前是時候將從賭博業,包括萬字、博彩和賭場等收入從統一基金分開,另闢一個特別基金會,將稅收直接撥入基金會。

"國內涉及非法賭博的交易數額,每年高達100億令吉,執法當局應嚴厲打擊非法賭博業。"

駁斥華社嗜賭說法

蔡細歷今日為馬化合作社第31屆代表大會開幕后,如是指出。

他也駁斥指說華社的嗜好是賭博的說法,並指華社也了解賭球合法化在我國存有一定的敏感度,尤其在回教徒社會。

他說,政府有必要加強執法工作,以更進一步打擊我國非法賭博。

避免引起爭議

針對成功集團主席丹斯里陳志遠之前指他已取得賭球執照,他說,他不知情。

據他了解,政府沒有發出合法賭球執照,首相也指需要時間收集民間意見與看法。

"據我所知,有些人支持賭球合法化,也有人發出反對的聲音,為了避免引起更大的爭議,首相才宣布不會發出賭球執照。"

馬華日前在召開馬華會長理事會上,聲明支持賭球合法化,但有些領袖,包括馬青總團長魏家祥卻持反對意見。

(吉隆坡26日訊)馬華總會長拿督斯里蔡細歷表示,多數馬華黨員不是「食利者(rent seeker)」,而作為馬華部長和副部長必須表現領導能力。

「我們不要馬華部長和副部長是『食利者』,(不要)只是找空頭做生意,這會摧毀黨。」

他說,他們必須表現領導能力,而不是成為食利者,也很高興多數馬華黨員都不是食利者。

蔡細歷今日出席「馬化合作社第31屆常年代表大會」開幕禮後,如是指出。

他透露,馬華並沒直接涉及任何商業活動,馬華是一個純政治的政黨,即使是馬華的黨產都是交給專業人士管理,並每年向中委會報告兩次。

「這是為了確保所有馬華的領袖專注在政治上,政治是國家向前邁進的重要因素,包括經濟成長。」

他補充,馬華有部長和副部長在內閣,因此相信馬華和社會面對問題時,他們會伸出援手。

較早前,蔡細歷在致詞時說,我們國家是靠貿易和出口工業帶動國家經濟,任何國家是大馬的貿易夥伴,只要這些國家經濟走下坡,我國肯定受到影響。

Cartoon ban is 'unsuitable'

I just dont understand it. What is there for Malaysians to revolt against the government? Over a cartoon? Its only a political cartoon la, bro! If Malaysians want to revolt, there are many things and reasons they can use and ride to launch one.

But to share the humor of a political cartoon does not incite any sentiment for a revolt. Nonsense. Malaysians are not that stupid.

Or perhaps the government doesnt take any joke... and no sense of humor (here). Means that everybody in the government dont smile and laugh. Are our leaders as such too? If not, they wouldnt have imposed a ban on Zunar's political cartoon and books by Malaysiakini.

These are the colors of life, the colors of light. No joke, no fun, sir. After all, I dont think Zunar's cartoon meant any harm to Najib or whoever he has depicted. And I dont think readers and those who read it would want to revolt against the government over such a sketch.


If the Home Minister thinks the cartoon is' unsuitable', there are more unsuitable things the rakyat have been monitoring over the last few years or months, which in fact are more 'unsuitable' than Zunar's banned cartoons.

Dont you know that there are unsuitable ministers, unsuitable policies, unsuitable leaders and other 'unsuitables' in the country today? Dont you think the ban is an unsuitable action too?

Futhermore, Malaysians are not like the Filipinos or the Thais or the Koreans who love 'revolting' against the government. Yes, our government is managing the country good enough but without some of its 'unsuitables', it would be more satisfactory.

Why must we pick an issue out of a political cartoon? In many countries, their political cartoons are more 'damaging' to the leaders. In Zunar's case, he was just 'mengusik' (teasing).

Gambling licence - politics all the way

UMNO supreme council member Dr Mohd Puad Zarkashi described the decision by Najib not to go ahead with the football gambling licence (well, at least for now) as appropriate and timely.

Then he spoiled it by stating: "I hope no one will take advantage and politicise the matter."

This is the typical patronising UMNO bullshit that I detest. WTF is he talking about not politicising the gambling issue.

Dumbo, it has been politics all along the way.

Politics on the side of Pakatan in objecting to it.

Politics on the side of BN (save a few UMNO branches) to support it, even to the ridiculous extent of arguing that Chinese rights to gamble should be respected – but of course not Chinese rights to have its Chinese education recognised.

In The Malaysian Insider's Chinese are not gambling addicts!, Lim Mun Fah wrote:

For a few decades, the Chinese community in Malaysia has asked the federal government to accept and recognise the Unified Examination Certificate (UEC) awarded by the Chinese independent schools, but nothing comes out of the request.

Each time a plea is made the federal government would dismiss the UEC as being not in line with the national education policy and the UEC issue would become dormant for a while until it is brought up again.

This never-ending cycle of ask-reject-ask-reject goes on ad infinitum without any positive resolution.

On the other hand gambling which the Chinese community considers undesirable is being promoted as a part of Chinese culture and way of life and attempts to legalize the demonic habit is propagated as respect for the Chinese culture.

Neither the Chinese community at large or any of the Chinese associations had so far requested that gambling be legalized yet the political leaders are literally going all out to ensure the legalisation of sport-gambling is effected to respect the wishes of the Chinese.

Tun Dr Mahathir Mohamad has also said that if he were still the prime minister he would definitely issue the sport-betting licence. Fortunately he is not the prime minister now.

Even the UMNO branches which were against issuing the footie gambling licence to Vincent Tan based their objections on politics – they were scared of losing the moral grounds (and hearland votes) to PAS, though other UMNO sections were more interested in ensuring UMNO's political war chest can be topped up via this footie gambling.

So WTF is this Dr Mohd Puad Zarkashi to come up with such a bullshit comment, trying not only to insult our intelligence but the intelligence of the heartland.

Vincent Tan an astute businessman who sees the Football Betting World as a Lucrative goldmine has been hit hard with news from UMNO Supreme Council that the 'Ascot Football Licence has been rejected."

His close partner Najib could not do much as within UMNO itself there are so many warlords and they know that the party is under attack and both hands are not clapping in unison. On one hand the President Najib has indicated that the Football Licence will be approved and the other the party is welcoming 40 Ulama's to its fold.

History is repeating itself

One opposition party which is in power in the state in which i stay is involved in a power struggle, with a vice president trying to topple a MB.

I can only say that if this MB is toppled this way, this party is going to lose a lot of votes.  The culture of the Big Brother unfortunately has rubbed on this party….. Many of those holding high positions were from the Big Brothers…..The MB has not practised the politics of patronage and this has led to the infighting led by the ambitious VP which unfortunately is an old product  from the Big Brother…Old habits die hard.

This reminds me of the Taiping Rebellion (Tai Ping Tian Guo or the Heavenly Kingdom of Peace) during   the Qing Dynasty of China .

The rebellion started because of the corrupt and abusive Qing government, which had resulted in widespread famine, hardship and economic problems in China.

Led by the Christian convert Hong Xiu Quan, the rebellion initially was able to attract hundreds of thousands and succeeded in conquering many provinces in South china.  At that time, there was a real chance for this rebellion to succeed and overthrow the corrupt Qing Dynasty..

Unfortunately, after the initial success, there were infighting and difference of opinion among the leaders as to the policies. They were also engrossed in dividing the spoils of war, so much so that cracks resulted and morale were affected.

In the end, imperial army under the able general Zeng Guofan managed to defeat the Taiping rebels, which were so full of potentials initially.

Sounds familiar? Yes. We can always learn from history and for those who never, history will repeat itself.

After 308, many states fell under tha rule of Pakatan government. There was a real chance that a real 2 party system can emerge in Malaysia. There was a real hope for change. But before they could have achieved their aim of taking over Putrajaya, infighting and position- fightings occur, and many of their leaders are following the old habits of their Big Brother, asking for spoils and what-have-you.

Those who do not practice politics of patronage are rebelled against by ambitious second in commands, and if they cannot achieve their own personal aims, they become frogs and hop..

There is now a real chance of them going down history like the Taiping Rebellion. Even RPK, the one who is instrumental in changing mindsets resulting in the tsunami, had predicted that if they do not mend their ways, they will be facing their last days…

Corruptible Acts fortify acts of corruption

Malaysia is one of the richest nations which her people have been paying all the financial misdeeds caused by their corruptible leaders ceaselessly. The people have been paying heftily to retain their leaders without qualm; the more corruptible they are the stronger the leaders become.

All leaders in the ruling party think that it's their privilege to milk their country dry while in power before they are replaced by another set of leaders who are in the same league.

What made these leaders survive through and through? It is because of patronizing leaders at all levels that are glued by corruption and abuse of power and their corruptible acts are fortified by Acts of Law, like Official Secret Act (OSA), Police Act and the Printing Acts.

Those Acts put up strong apprehension for effective investigations and prosecutions against them.

The acts of corruption and power abuse can be visualized through the pyramid multi-level system-like. The lowest of the pyramid have to support the up lines that in turn enjoy the most of the financial benefit plus the overseas trips with hotels and subsistence paid by the promoter of the multi-level companies.

The hard work of the lower levels of the system will make the upper level of the pyramid to get their highly paid positions.

Like in Am-way system if one manages to create and patronize his strong down liners he will be promoted to a Direct Distributor (DD). If all the DDs succeeded in strengthening their down liners than these DDs will be promoted to higher levels like Gold and Diamond levels.

The Diamonds are paid more than the gold so on and so forth. I was once a member of the pyramid system of Am-way way back in 1975. I manage to maintain the DD position in the Am-way multi-level system until today for the knowledge of everyone.

BUT my DD position is the acronym of 'Dead Distributor' and not Direct Distributor. I only managed to sell 3 pieces of soap and I couldn't get to solicit even one friend to become my down liner…..and I am still keeping the sales kit until to this hour.

I crashed in the system even before I managed to take off and I am an obvious failure in the UMNO system as my up liners couldn't manage to patronize me for many obvious reasons.

Am-way has succeeded in creating an effective sales system. UMNO and BN follow the system effectively. The PM sits up there at the pinnacle position as President of his party all alone.

He than exerts all power and influence downward through his deputy, to the 3 vices plus the 3 other Vices (I hope you interpret the term Vices appropriately) by virtue of their positions as the Head of the Youth, Wanita and the Putri, and straight down to the Branches.

The one who stays at the Apex and some who are at just immediate levels below him will enjoy heartrendingly all the monetary benefits and luxurious positions at the expense of the down liners especially the Branches and their members on the ground.

The final buyers at the lowest level have to be happy with expensive and costly items.

The soap and the vitamins they buy through Am-way are too expensive as the prices have inbuilt in it the cost of commissions earned by the up liners who enjoy the overriding commissions.

UMNO the leaders up there are trying hard to sell some ideas downwards but most of it are of no tangible and intrinsic values for the people to be glad about.

Precisely this is what happening in our political system especially so in UMNO. The chiefs enjoy everything and they can afford to deceit people in the open while the members down on the grounds are enslaved and confined to work laboriously the retain the positions and power of their bosses up there.

If they are corrupt there are no more avenues to get fair arbitration as the Judiciary is already severely encroached by the Executive since 1988. In conclusion the people are always at the losing end while those in power are corruptible lots who are indirectly protected by the legislated Laws loke OSA any many others.

Our country is well known for corruption but until today there is no one convicted by the courts of Law. All corrupt leaders are enjoying their immunity to great length.

I think I should discontinue at this point, as I am sure the rest of the sequences can be extended by the learned readers of this blog.

A big insult

One moronic Quote which reflects the ridiculously simple-minded simpletons who are holding high positions:

"You must remember that the country does not belong to the Muslims. There are things that sometimes non-Muslims do, for example, gambling. It is their culture, their way of life and we have to respect their rights".

Simplistic thinking:

Non muslims= gamblers.

I am a non muslim and to equate me with a gambler culture is a big insult to me and my late parents. Our family had never gambled before. I have never entered a sports toto or magnum shop before. My parents did not gamble,  even though as middle class (both parents were teachers) we just had enough to get by. It was the confucianist and moralistic upbringings that they had and which  had instilled in us children that all of us did not gamble. I did invest in shares, but I had never speculated, even though sometimes people gave me tips, saying that such and such counters would sure go up, I had never succumb to temptations and only invest long term based on fundamentals.

i am not alone among the nonMuslims that do not gamble. I know of many friends who are non gamblers and perfect family man.

The perceived culture of gamblings in fact arises from lack of enforcement and corruption that had resulted in illegal gambling initially which led to legalised gambling later on.

To use the argument that even if we do not legalise gambling, there will always be illegal outlets is wrong, wrong and wrong. Two wrongs do not equate to a right!.

It is like saying that since smuggling will always be there no matter how, why not legalise  smugglings and let everyone rich ? or legalise prostition just because there will always be people who indulge in this?

To combat these types of wrong and immoral behaviour , we have to start from education but at the same time there must be strict enforcement and harsh  punishments .

Most,  if not all,  religions discourage their followers from gambling. So to say that only a particular religion is against gambling is factually wrong, and that is why there is so much misunderstandings among the various faiths in this country, despite being a multi-religious country.

I spoke very passionately against legalising sports bettings in a crucial meeting which resulted in a public stand taken… I cannot indulge more as i was still bound by my oath. it is just not right to legalise something which is wrong and immoral.

Indeed, morality is important not only in politics, but every aspects of our lives….

MCA Party Assets

When Chua Tee Yong was made Deputy Minister, the first thing that came to my mind was MCA might be walking down the road which DAP took.

Not only we have the father and the son actively in politics but we are also slowly transforming to be like DAP.


Indeed the Chinese wants MCA to speak out, but there are many ways to do so. And the wrong way is to only critically evaluate fellow component parties and the Government's policies.

MCA must understand that UMNO, MIC and other component parties are not enemies.

So, any press statements should be studied cautiously on the implications that they will bring to the coalition - Barisan Nasional.

Or else, why be in Barisan Nasional ? I refer you to The Star's newspaper articles lately and you will know what I mean.

Again, when Tee Yong was made a Deputy Minister, Soi Lek was happy that MCA was given the portfolio of a senior Ministry and that the appointment was justified as Tee Yong was a qualified man.

But browsing through The Star, Tee Yong is extremely quiet while other MCA office holders do the talking. Why is that so ? I can only wonder.

I don't see where the Party is going in terms of its asset management. The Party's assets have all along been managed by MCA leaders with advisors from well established individuals in commerce.

Now, all the assets will not be directly under MCA but they will be transferred out to a professional management team.

I don't know. Surely this will mean that MCA must pay them professional fees, administrative fees and all sorts of perks.

I believe it will be better if MCA asset management team comprises of qualified MCA members. This is because whenever we do things for the Party, it is all because of our love for the Party.

Though they (MCA members) should be paid, but at least everything they do, we know it is for the Party. The compassion and passion might not exist in the hearts and minds of the professional management team.

But why was this not done ? Maybe the 1 million members in MCA do not have the qualifications at all.

撥款輔助‧馬華為黨員登記選民

(霹靂‧實兆遠)馬華總會長拿督斯里蔡細歷說,在全國馬華競選的82個國州選區中,馬華黨員佔了90多萬人,不過卻有5至15%的馬華黨員尚未登記成為選民,另有30%的黨員不是所屬區會的選民。有鑒於此,馬華中央擬定計劃,撥出款項由馬華各區會為黨員登記成為選民及更換選區的工作。

"這項數據是由馬華在308大選後進行的一項調查所得,這種現象非常不健康,也顯示馬華的組織及聯繫網不夠健全。"

蔡細歷是於週四(6月24日)傍晚到霹靂州愛大華哲仁新村,為馬華木威區會主持黨員常年大會致詞時這麼表示。

強化新媒體宣傳

他強調,在馬華擬定的計劃,包括通過由各會各別進行強化新媒體宣傳,同時應該與在外的遊子建立聯繫網,以避免加劇馬華與青少年脫結的現象,以期在來屆大選時,獲得年青選民的支持。
他分析,308大選前,馬華誤判以為靠著馬華多年來建立的"服務品牌"就能獲得華裔選民的支持,但308大選的結果告訴馬華,華社對馬華的期望是除了服務,也應該在大課題上有鮮明及符合華社意願與需求的立場。

"馬華不能只繼續'默默耕耘',而應該主動在全民及華社課題上,有鮮明的立場,比如馬華在近期的多項課題上都在第一時間通過媒體表明立場,同時向政府積極爭取權益。"

出席大會包括馬華霹靂州秘書拿督陳進明、副主席拿何章興、馬華木威區會主席黃金錠局紳、馬華務邊區會主席曾振銓、馬華巴力區會主席詹瑞峰、馬華木威區會署理主席劉禮義、青年團團長陳逞龍及婦女組主任曾興蓮等。
